190240 - New mail filters ignored if made out-of-sequence

If you make a new filter but don't check the filter commands box before you click 
OK the first time, the second time you do (once you've fixed your mistake), the 
filter is lost. 

In other words, follow these steps:

Create message filters ->
New... ->
in the text area after "the subject contains" enter something. ->
in the "perform these actions" area at "move to folder" choose a folder (for me 
it was a sub-sub-sub folder on Local Folders, but maybe that's unimportant) ->
click OK ->
an error message appears saying "You must select one filter action" ->
click OK ->
put a checkbox next to the "move to folder:" thing you just filled out ->
click OK.


Expected outcome:

your filter shows up :P

Actual outcome:

your filter doesn't show up.
