After receiving a user question in Dutch on https://support.mozilla.org/nl/questions/1449484 I have tried this myself on Thunderbird beta 125 and Release 115.11.1.
Procedure:
Save an email which contains external images like in a newsletter (either with external images loaded or not) as an .eml file.
Reopen the saved .eml file in Thunderbird and try to load the external images from the yellow bar.
Expected behavior is to load the external images, but the yellow bar keeps coming back and images aren't loaded.
I'm able to reproduced.

Confirmed, not all options on the "yellow (notification) bar" work. Allow remote content from all XX origins listed above works.

The "allow remote content for this message" setting is normally stored in the database. But a message opened from .eml do not have a database to store that in....
