When enabling we should run another migration to ensure the button gets added to existing, customized toolbar layouts. See https://bugzilla.mozilla.org/show_bug.cgi?id=1846498#c12 and following for details.

We ran this migration previously, but now that we're rolling the feature out to all clients we need
to make sure they run the migration so the button is placed correctly into existing toolbar configs.

[Why is this notable]: This pref enables the new feature within the PBM toolbar that clears the Private Browsing session and starts a new one.

[Suggested wording]: Private Browsing Mode now has a new privacy feature that allows users to instantly clear all data from their current private session without closing the entire browser.
