When enabling we should run another migration to ensure the button gets added to existing, customized toolbar layouts. See https://bugzilla.mozilla.org/show_bug.cgi?id=1846498#c12 and following for details.

We ran this migration previously, but now that we're rolling the feature out to all clients we need
to make sure they run the migration so the button is placed correctly into existing toolbar configs.
