After updating to Firefox v127, opening the settings menu is now asking for the master password (twice), whereas all versions before did not require to enter the password upon opening the firefox options

Steps to reproduce:
used Firefox 126.0.1 with master-password before.
updated to Firefox 127.0.
after the first start of v127 (no URL opened), Firefox asked for the master-password. (Probably to migrate to the new password system). I entered it and it was saved and good so far.
Actual results:
If you start Firefox now with a master-password set, but not entered in the current session, (f.i.: close firefox, open it up again, do not enter master-password anywhere yet) and then open the Firefox Options ----> Firefox will ask for the Master-Password. (twice, if not entered).
Expected results:
In the same situation as described above, Firefox should never and under no circumstances ask for a master-password, just for opening the firefox options.
All version prior to FF v127 never asked for the master password for browsing the firefox options and this is how it should be also after v127.

New behaviour After updating to Firefox 136.0 today, it requests the master password every time it is opened. Clicking Cancel requests it a second time, but after that it does not.
Previous behaviour: the master password is only requested when a web page for which a stored password exists is accessed.
