Combine rule.selector early rejection and scope-start selector early rejection to focus on what rules are being skipped.

It seems that where/when the bloom filter use occurs has a pretty big impact on performance.
Going to avoid this for now, there's plenty of easier opportunity to optimize scope matching perf otherwise
