1904300 - Main mail account manage page horizontal alignment is broken

STR:

1. Open the account manager
2. Have a mail account
3. Go to the main page of the mail account
4. Depending on the SMTP identity name length, shrink the width of the window

Actual result:
The SMTP identity picker menulist doesn't shrink to fit the width of the content container and instead stays at a fixed width, forcing its entire section to overflow horizontally.

Expected result:
The SMTP identity picker shrinks with the width of the overall container of the account settings page.

Regression caused by (bug #): probably flexbox from way back?
User impact if declined: Contents of the main account page of at least imap mail accounts can overflow horizontally earlier than it should.
Testing completed (on c-c, etc.): Tested on c-c, no automated tests.
Risk to taking this patch (and alternatives if risky): Low risk, small css sizing change for smtp identity picker on that page.
