1904684 - Fix HCM styling for Text menu

Per the accessibility review in Bug 1899366, we want to address the following HCM issues before the new comfort settings menus make it to release.

1. (S3) HCM: Non-control text elements should be Text color, not Button color.
2. (High S3/Low S2) HCM: "Advanced" disclosure button should have an outline and should provide visual feedback on hover, active, etc.
3. (High S3/Low S2) HCM: The "Reset defaults" button should use the Hyperlink color in HCM, and should have states similar to the links in about:preferences (color change on hover, underline disappears on active). This also applies to the Theme Menu's "Reset defaults" button.
