I'm not sure whether this only affects Linux or all platforms. On Linux, the dialog that is shown when you accept a user's OpenPGP key clips the content.
Steps to reproduce:
- Open email signed with a GPG key.
- Click "OpenPGP" button in header.
- Select "Discover..." in the dropdown.
- Select "Accepted (unverified)" and click "Import"
Note that when resized, the component seems to be centered in the dialog window, however when the default (smallest) size, the window clips the content in a scroll region. You can scroll all the way to the right edge of the content, but for some reason the left edge is clipped.

I can reproduce for that key (probably since it has very long description).
That dialog has a lot of issues in general, not least being why on earth it's displaying the fingerprint bits in such an odd way...

Is this issue. known to exist in version 115?

I just tried in 115.12.2. The import dialog opened with a reasonable size to the content (i.e. the window wasn't by default too small and clipping the content; it was exactly the size of the content). However resizing the window revealed that you could clip the content. IMO that's not nearly as big a deal, since a user should technically be free to resize the window however they like (though it'd be nicer if the content reflowed of course).
