1904925 - Fix up the backup-settings widget to be closer to the spec

This isn't going to be exhaustive because there are still a number of moving parts here, but what I'd like to do is:

1. Show the "Backup: ON" / "Backup: OFF" state
2. Show a "Turn on backup" button if backups are disabled, which brings up the manage backup dialog
3. Show the last backup time
4. Show the last backup filename

What this bug will not cover:

1. The "Location", "Show in folder" or "Edit" buttons from https://www.figma.com/design/vNbX4c0ws0L1qr0mxpKvsW/Fx-Backup?node-id=166-10198&m=dev
2. Any of the "Restore your data" part.

So this will be an incremental improvement, not a one-shot.

This exposes some UI to show the most recent backup timestamp
and location (if a recent backup exists), and buttons to show
that location, and to edit the location.

The "Edit" button doesn't currently do anything because we're
still figuring out what exactly clicking on that is supposed
to show.
