1905296 - Clear needinfo if comment is marked as spam

Needinfo has side effects on some tooling, it currently needs additional steps to clear. It would be nice if needinfo would clear when marking the comment as spam.

Similar to my feedback on the changes in bug 1905292: automatic actions performed as a result of tagging a comment as spam needs to happen after a delay, to ensure that an accidental adding and immediately removing a spam tag doesn't result in undesired and hard-to-revert changes.

The code is in production.

If you have editbugs rights (which you do) then you'll always be able to see comments marked as spam; this allows for east reverting of incorrect tagging.
