Merge Day Update

We're nearing the first ESR128 release and need to be able to start tracking it independently of the mainline Fx128 release. Please add:

  • approval-mozilla-esr128
  • tracking-firefox-esr128 (?,-,128+,129+ values to start)
  • status-firefox-esr128 (same values as esr115)

for prior art, please see Bug 1836832

I've taken care of the status/tracking flags. Just need the approval flag still.
