Merge Day Update

We're nearing the first ESR140 release and need to be able to start tracking it independently of the mainline Fx128 release. Please add:

  • approval-mozilla-esr140
  • tracking-firefox-esr140 (?,-,140+,141+ values to start)
  • status-firefox-esr140 (same values as esr128)

for prior art, please see Bug 1905731

I will take care of the status/tracking flags today, but then I'll hand it over to a BMO admin to create the uplift approval flags.
