Are there any risks to uplifting this to esr128? Bug 1874419 depends on this, and can't be uplifted unless this is as well.

I would prefer to not uplift this to ESR.
This is a pure enhancement and divergence from m-c that touches many files.
For Bug 1874419, you should create a 128 dedicated patch that uses the m-c spinner.
