Steps to reproduce

Case 1:

1. Enable toolbar redesign
2. Position address bar at bottom
3. Open a PWA
4. Rotate the device to landscape.
5. Rotate the device back to portrait.

Expected behavior

PWA doesn't have toolbars

Actual behavior

Navigation toolbar becomes visible

Case 2

1. Enable toolbar redesign
2. Position address bar at top
3. Open a PWA
4. Rotate the device to landscape.
5. Rotate the device back to portrait.

Expected behavior

PWA doesn't have toolbars

Actual behavior

Navigation toolbar becomes visible and there is space at the top where addressbar should be

The left one shows the bug when addressbar is position at top, the right one – at the bottom
