1907120 - Remove the multi-instance service / locking

We want to remove all of in-product (i.e, in the Update Service) multi-instance lock checking and want to replace it with a new update state to delay the installation of updates, a lot like it was described in the last paragraph of this comment

To be clear, we need to keep the multi instance lock itself around because we are going to use it at startup to know if other instances are running. But, yeah, Update Service shouldn't need it anymore.

This does keep the checks in the interactive update interface, since we don't want to to show the user the "Restart to Update" button at the end if restarting will not update.
