As a followup to bug 1907646 which showed updated specs we should not show a menu for the tabs counter button if using a tablet - https://www.figma.com/design/8fsCvtnweBkWGZ9NfL907l/Toolbar-Redesign?node-id=17733-168104&t=9COmjFtV30LRRYCe-4

(We should make sure that that button does not respond to long clicks on tablet - no vibration/no other indication)

Verified as fixed in the latest Nightly 131.0a1 from 08/09 with Samsung Tab S8 Ultra 5G (Android 14) and Lenovo Yoga Tab 11 (Android 12).
