Actual results:

Navigation bar (forward, back, new tab, view tabs, settings) is always at the bottom of the screen, even when address bar is at the top.

Expected results:

Navigation bar should follow the same settings as address bar so that all chrome commands are in the same area of the screen. Having refresh and share (which are in the address bar) at the top of the screen while new tab is at the bottom makes putting the address bar at the top unnecessarily cumbersome.

This is by design. The navigation bar will always be at the bottom, independent of the address bar's position.
