Steps to reproduce:
Set URL bar to be on the top.
Actual results:
URL bar is a top as expected, yet the entire control bar (new tab, settings etc etc) still remains at bottom
Expected results:
The control bar should be above or directly below the URL bar.

This is by design. The navigation bar will always be at the bottom, independent of the address bar's position.

This isn't a bug report. It's an enhancement request. I will repeat what I wrote in the "bug" title: Please add a setting to keep the nav bar at the top (to let the user select if he wants the nav bar on top, like in all popular desktop browsers, or at the bottom)

Won't implement for the upcoming toolbar redesign. The new toolbar redesign allows user to disable navigation bar.
