We default to not show the menu in the address bar if the navigation bar is enabled.
When in landscape or on a tablet the navigation bar is enabled but will not be shown with it's functionality being merged in the address bar.
We should ensure that in these scenarios the menu button will be shown.

This will probably be fixed by the update for the redesigned toolbar on custom tabs.

This refer to the same as bug 1906795, the feature has not yet been implemented.
Closing as duplicate to reduce the number of opened bugs related to the toolbar and being able to focus on just the individual problems remaining.
