When I create a new profile, Internet Explorer favorites are not imported into
the new profile.

Reproducible: Always

Steps to Reproduce:
1.Delete user profile
2.Start Mozilla (New profile is created)
3.

Actual Results:  
The Internet Explorer bookmarks were not imported.

Expected Results:  
Mozilla should have imported the bookmarks as was done for the CFM Mac OS X, OS
9, and Windows builds.

I'm going to assign this as a critical bug because someone converting from
Internet Explorer to Mozilla would need the bookmarks to be imported

Confirmed using FizzillaMach/2003022003. I created a new OS X user, ran IE and
added one bookmark, then quit and ran Mozilla, creating a new profile and *not*
importing the IE bookmarks as used to happen.

(I tested using a new OS X user profile in case the import is supposed to only
ever happen once per user.)

I believe the import is supposed to happen every time a new profile is created.
 When I created a new profile in Mozilla (Mac OS X Build: 2003021217) I had to
import my old bookmarks.html file to get my Internet Explorer favorites to show up.
