Steps to reproduce

1. Make your system language English
2. Open the Firefox Nightly app and navigate to it.wikipedia.org
3. Activate the translation panel. (The translations panel should pop up, or you can activate it by clicking on the translations icon in the toolbar, or by selecting the "translate" option in the application menu.)
4. Press translate
5. Pull the panel down during the translation to reveal the slack bar "Translating..." UI
6. Observe the placement of the snack bar overlapping the Android UI, instead of being above it.

Expected behavior

The snack bar should be displayed above the search bar UI.

Actual behavior

The snack bar overlays the search bar UI.

Hey Arjav,
I wanted to double-check to see if this is a bug. Might this be something that clashes a bit with the implementation of the toolbar redesign? If this is expected behavior, then I will remove the bug! Thank you sm!
