Since the Nav Button CFR has landed, be sure to also add this to the CFR Tools UI and the CfrToolsStore. When displaying the UI, make sure to see that the navigation toolbar feature flag is enabled as the new nav bar / nav buttons are only in nightly at the moment. (sf). Also, be sure to add any new CFRs added since the original landing of the dependent bugs.
Also, in the CfrToolsPreferencesMiddleware, shouldUseCookieBannerPrivateMode is incorrectly toggled. Remove this toggle

Closing this bug as the linking was done in Bug 1907653 and will be refined with the implementation of the SharedPreferences listener over in Bug 1909337.

The new CFRs will be addressed in Bug 1919874.
