1919874 - Add new CFRs to CFR Tools

Since starting the implementation of the CFR Tools, new CFRs have been added in the time being. Add these CFRs to the CFR Tools page. Here is a doc of all CFRs. At the time of filing this bug, we still need to implement the Menu Intro CFR. We also need to implement the Wallpaper Selector CFR. I will remove it in the time being in Bug 1909337 and we should add it back in this issue with the correct activation criteria. Also, currently Navigation Buttons CFR is disabled as it cannot be toggled. Investigate why this is the case and fix it. I suspect it may be because of the showCFR variable in addition to the pref check.

When displaying the UI, make sure to see that the corresponding feature flag is enabled. As an example, the new nav bar / nav buttons are only in nightly at the moment. (sf)
