For example in the Description text box in Bugzilla, if I hit enter three times at the end of a line the cursor jumps down a little bit. If I then type the cursor jumps down further (to where I guess it should be).

This sounds like a special case of bug 16715, "Do not see blinking or still cursor after hitting the Enter/Return key" , P2, M12, [PDT+], REOPENED.

I'm going to set this one to M12 because I know Joe has been working on some of this stuff and will be checking in this weekend. Hopefully those fixes will include the fix for this bug too.

Joe has fixed the vast majority of these problems, and I believe he (or Kin) has an open bugs on the remainder (bug 20106). So I'm marking this WorksForMe. Joe, please re-open if you think this covers anything you don't already have in an open bug. The only problem left seems to be rendering the caret at the very end of the text control on the last blank line. See 20106.
this is indeed a dup of 16715, and is fixed; modulo the new caret disappearing probs described in bug 20106
