Steps to reproduce:

Basically rebase the patch in Bug 1807545 for the new menu as implemented in Bug 1898306.

Can I please advocate that someone reconsiders, as someone who wants to test the new menu, not being able to move tabs between private and normal is a major blocker for me.

Also given how recent the prior patch landed, it's not an excessive amount of work.
