Steps to reproduce:
While only having a private window open, right-click on the taskbar Firefox icon, then click on "New window".
Actual results:
All tabs that were supposed to be there were overwritten by a single tab with the homepage.
Expected results:
Open a window with all previous tabs, then add a new tab with the homepage.

The Bugbug bot thinks this bug should belong to the 'Firefox::Tabbed Browser' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Apparently this only happens if you do the following:
1- You open a normal window.
2- You open a private window.
3- You close the normal window.
4- You open a normal window.

This reminds me of bug 1896244, except that the actual and expected results seem inverse? Not sure what to make of this.

I tried to reproduce this issue using Nighly 130.0a1 on macOS 13.6, but I was unsuccessful.
Could you please detail the STR or post a screen recording of the issue?

There is some ambiguity around when the session ends and when it should be restored in these STR. I think we should explore using the moment in which the last non-private window is a closed as signifying the end of that session, so that the next non-private window being opened is when we evaluate restoring the session.

I haven't tested this same thing with the History/Bookmarks/Downloads window, so I don't know if this same issue can happen there.
