Steps to reproduce:
Use the mouse scrool wheel to navigate page. My mouse is Logitech Anywhere MX 3.
Actual results:
Firefox skips every couple of scrools
Expected results:
Scroll throgh the page with every input from the mouse scrool wheel

I would suggest starting by ruling out performance related issues (i.e. the page somehow keeping one of Firefox's threads so busy that it can't respond to all inputs in time).
Could you share a performance profile taken using https://profiler.firefox.com/ please?
