Details

When telemetry is disabled, the PPA-enabling option in settings is disabled (as intended), and greyed out, which makes it impossible to enable it. But nothing makes it obvious why that's the case. The text in the preferences should reflect why the user can't enable the option. See https://www.reddit.com/r/firefox/comments/1ean4ar/did_the_advertising_prefs_feature_get_disabled/ for an example of a confused user.
