1909783 - Synced tabs should de-dupe URLs in the list

With the implementation of being able to close tabs remotely via your synced tabs. The discussion came up with how we should handle tabs with the same url in the synced tab list. The decision was to de-dupe all synced tabs:

1. It will be consistent with Firefox view
2. Users probably don't care to see exactly the same urls in their list

For closing tabs remotely:
3. While this feature is still be adopted, it's not clear the preferred way to see/close duplicates, so we'll go with closing all instances and adjust if necessary later
