[RFE] allow users to override mime type for gz and other suffixes

Details

Querying Bugzilla for any of the words "gz tgz" reveals three significant
factions with different ideas about the handling of archive file suffixes.

1: Most Mozilla coders want Mozilla to obey Content-Type and Content-Encoding,
and any misbehaviors are the fault of the server.

2: Various users want Mozilla to always download them, and get annoyed when
multiple megabytes of gibberish get displayed as text. There are dozens of bug
reports for this, usually marked Evangelism or Invalid.

3: Some Linux users want Mozilla to navigate through archives transparently as
if they were directories. See bug 64286 for example.

I submit this enhancement request mainly on behalf of faction 2. In addition to
the "standards mode" preferred by faction 1, Mozilla should support a "quirks
mode" for certain suffixes (preferably set by the user).

This request becomes much less problematic if the "View in Browser" button from
bug 57342 is implemented. Simply pass all of the specified files to the Helper
dialog box and follow the View/Save/Open With... command from the user.
