Steps to reproduce:
- Ensure "Pull to refresh" is enabled
- Go to a page with scrollable vertical overflow and pull down from the top
- Go to a page without scrollable vertical overflow and pull down from the top
Actual results:
On the scrollable page, nothing happens. On the non-scrollable page, the page refreshes.
Expected results:
Both pages should have refreshed.
I think this bug must have been introduced very recently; I first noticed it earlier today and I'm confident it wasn't present yesterday.

Thank you for reporting this, I can confirm this issue reproduces in the latest Firefox Nightly 130 (2024-08-05) . I'll close this as a duplicate of Bug 1911198, since it is already in the dev team's radar.
