191183 - Filter log doesn't show non-ASCII filter name correctly

Build: 01/28 trunk 

On the trunk, the user can turn on filter log. In case the filter name contains
non-ascii chars, it won't show correctly on filter log window.

Steps to reproduce:
1. Create a filter with a non-ascii filter name and turn on the filter log.
2. Send to the account a message that can be filtered.
3. Open the filter log window, the filter name is not shown correctly.

workaround.
 (1) View filterlog.html in mail directry using Browser
 (2) Change "view/character encoding" to UTF-8
Before view the HTML file, "file copy" is maybe required for safety.
I don't know wheter mail&news/thunderbird can update filterlog.html or not while
viewing it by Browser.

So, it's written in UTF-8, but not treated as such. I took a look at
filterlog.html and it doesn't have any html header. It's just made of a series
of '<p> ...</p>'. Perhaps, a fix is to add some headers as is done for
bookmarks.html.

But Thunderbird still reproduces.
