Details

Steps to reproduce:

Add URLs to Manage Exceptions, in Cookies and Site Data setting, on a Mac.
Sync with the same Mozilla account on a Ubuntu desktop.

Actual results:

the Manage Exceptions is empty, in the Ubuntu's Firefox, the URLs I added on Mac are not in sync.

Expected results:

same list of URLs should be in sync.
