Steps to reproduce:

  1. Have two devices using firefox sync. There should be cookie exceptions to block various sites. Settings synchronization should be enabled.
  2. Add a third device with firefox to firefox sync.
  3. Wait for it to sync.

Actual results:

The cookie settings don't carry over. This seems especially problematic given this may lead to malicious websites tracking the user in ways that can't be easily undone, and there is no obvious notification in many cases that this part of the settings was just skipped.

Expected results:

The cookie settings carry over.

Agreed. I got surprised by this as well one or two times. This is a known problem and tracked in bug 978010. Closing as duplicate.
