19155 - Drop down menus in bookmarks let icons show thru

Click on 'bookmarks' 'manage bookmarks' 'file' or 'edit'. Icons in window still
show thru, obscuring text on drop down menu. Mousing over the menu to focus each
menu item in turn cures this.

Did not reproduce on Win NT with 1999-11-17-17-M12 nightly binary.
May be linux-only.

Procedure Followed:
1. Click on Bookmark menu, then on "Manage bookmarks"
2. Click on File and Edit menu in turn to drop them down.

Actual Results = Expected Results:
File and Edit menus display properly, initially and after mousing.
