Place to hang all current issues with the dynamic toolbar before switching to use the scroll data for driving the dynamic toolbar on Android - bug 1914119 that we expect to be fixed after.

Bugs which we expect to be fixed by bug 1914119 should instead depend on bug 1914119 directly. In Bugzilla, if B "depends on" A, it usually means that A needs to be fixed before B.
