Steps to reproduce
- On reddit.com
- Start scrolling down and then up
Expected behavior
- The toolbar should reappear whenever the user scrolls up.
Actual behavior
- The toolbar only reappears when the user has scrolled to the top.

The same behaviour has seen on amazon.com as well sometimes.
