I'm sure emoji will be popular, but from a technical usefulness and screen space POV I'm sure there will also be people who don't want to see it on the screen. So an opt out preference would be nice.
It would be nice if users can also opt out without having to log into Bugzilla (e.g. by using a query parameter).

Agreed. Whilst I think this is a great feature for Bugzilla in a lot of situations, it is something that we would want to disable in our corporate environment, so a global option to disable it would also be appreciated.

Adding a user preference for this makes sense, thanks for the suggestion.

Sorry, but this won't happen. Log in to bugzilla to set display preferences.

Emoji support has been added to bugzilla.mozilla.org only, which is a heavily customised version of Bugzilla designed just for Mozilla. Think of it more as "a service which is open-source" rather than "a shippable product that is suitable for installation elsewhere". If you're running BMO's code at other companies you'll need to customise it to suit your needs if required.
That all said there is a global preference for emoji reactions, which only exists so we could quickly disable the feature if it turned out to be problematic.
