Due to the complex nature of the Add Private Tab to Home's CFR pref, the ability to toggle this pref in CfrPreferencesRepository will be deferred to this bug. After the dependent bug has been implemented, this CFR's shown / not shown value will be correct but the toggle will be disabled. See the requirements to toggle the pref here. Don't forget to update / write tests for the middleware, store, and repository
