Steps to reproduce
- Open the latest Beta 131.0b1/131.0b2.
- Set the toolbar bar position to Bottom.
- Visit a website, wait for it to completely load.
- Observe the Navigation CFR for tablets.
Expected behavior
The Navigation CFR for tablets should point down to the navigation buttons when the toolbar is set to bottom.
The toolbar or the soft keys bar should not be overlapped by the CFR.
Actual behavior
The Navigation CFR for tablets points up and overlaps the toolbar and soft keys bar.
Additional information
Not reproducible in Beta with the toolbar position on top.
Not reproducible in Nightly when the toolbar is positioned by default to top.

- Android device model/OS version: Lenovo Yoga Tab 11 (Android 12), Samsung Tab S8 Ultra 5G (Android 14)
