To prevent people piling on with negative reactions, we should disable emoji reactions for users without editbugs on bugs that have commenting restricted.

Isn't it a good thing to give people an outlet for their frustrations. It might prevent them from creating new bugs simply to moan about things as they do now. Have you thought of leaving things for a while and analysing whether fewer "complaint" bugs are created and whether that's a price worth paying?

longsonr@gmail.com, this proposal certainly seems strange to me, considering that voting on such bugs remains possible, because, consequently, positive reactions remain possible to express, yet negative ones do not.

Isn't it a good thing to give people an outlet for their frustrations.
Bugzilla is our professional working environment as well as our issue tracker; it will never be the right venue for people to use as an "outlet for their frustrations".

Imho, the sad emoji can represent discontent without the higher negativity associated to a thumb down, that rather than expressing "this makes me unhappy" seems to indicate "you're wrong". That said, it would be interesting to test your theory.
