In this patch https://phabricator.services.mozilla.com/D220653#inline-1228564. It was mentioned that there might be scenarios where we want to have the disabled color outside of panels. Since https://searchfox.org/mozilla-central/search?q=--panel-disabled-color is not used in a ton of places. We should rename it to --text-color-disabled to have it be more flexible in usage.
