Steps to reproduce:

Set browser.tabs.hoverPreview.enabled to 'false'

Actual results:

After Fx restart the setting was reverted to 'true'

Expected results:

Setting should not have reverted.

I checked about:studies and 'Tab Hover Preview Release Rollout' is set to 'complete' and cannot be removed.
