1917846 - Add support for soft-blocking in about:addons

We should tweak the add-on card in about:addons to support soft-blocking. This means updating the copy and making sure the toggle switch is visible/working as intended. Note that this card appears in the list AND in the "detail view".

Per UX guidance, we will reuse the existing warning message UI for the add-on card but we'll need new strings for soft-blocking (and we might update the string for the hard blocklist too). The message should also persist for the duration of the version being soft-blocked, even if the user has re-enabled the add-on.
