1924548 - Change blocklist messagebars on Desktop about:addons and Fenix addonsManager UI to use a warning styled messagebar for soft-blocks

Based on the original UX mocks, as part of the work on the blocklist-related messagebars used in Firefox Desktop about:addons page (Bug 1917846) and in the Fenix Add-on Manager UI (Bug 1927855) we have been using an error styled messagebar to highligh to the users the soft-blocked addons, but we have more recenlty re-evaluated that with Content, UX and Product and agreed that the soft-blocks messagebars should be styles as a warning (and the UX mocks have been updated to reflect that), while the hard-blocks messagebar will stay styled as an error messagebar.

This bugzilla issue tracks applied the additional changes on top of Bug 1917846 and Bug 1927855 to change the soft-blocks messagebars into warning styles messagebars (and adjust the related test coverage accordingly).
