STR:

1. Start with sidebar.verticalTabs = true and sidebar.revamp = true.
2. Make sure privacy.userContext.enabled = true (default on Nightly or with extensions like Multi-Account Containers installed).
3. Right-click or left-click and hold on the New Tab button in the vertical tabs sidebar.
4. Change privacy.userContext.newTabContainerOnLeftClick.enabled = true.
5. Left-click the New Tab button.

Expected:
Containers menu appears.

Actual:
Tab bar menu appears in step 3 and no menu appears in step 5.
