WPT tests seem to operate under the assumption of preserving user input; however, as mentioned in bug 1899949 comment 4, and as per spec, the serializations should be in canonical ordering.

Spec 1 defines "Canonical order: per grammar," so the serialization should
re-order <try-tactics> entries in order of their appearances 2.
