During account set up, each failed attempt to connect to a port is reported on the console, e.g.:
test.test:110 socketType=0 pop3: [Exception... "Connection to test.test:110 failed" nsresult: "0x804b000d (NS_ERROR_CONNECTION_REFUSED)" location: "JS frame :: resource:///modules/accountcreation/GuessConfig.sys.mjs :: onStopRequest :: line 1247" data: no]
but this isn't true where an attempt fails because of a TLS certificate error. In that case, we do suggest the user can change a pref and ignore the bad certificate but that's only an info-level message and not shown with the default log level setting. There should be an exception thrown at this point so that the error handler reports the failure.

There's an exception thrown here for other types of connection errors. The error handler logs a
message to the console which can be useful for debugging setup errors.
