[wmfme] Enable PlayReady relative prefs by default for supported websites

We're going to enable PlayReady by default only for supported website. The reason not to enable it for all website is because there is still a blocker (bug 1901334) which can cause black frames on MFCDM-based DRM playback if website doesn't do it properly.

I'm not sure if this should be added into the release note, as we will only enable PlayReady on Netflix, and Netflix will perform their own A/B testing to their users. That means not every users on Fx132 will be able to see PlayReady. They told us that they want to slowly test this feature on their users.

Since we're reaching out to other streaming partners for future PlayReady work, I'm mentioning in the release note that this is a gradual process. But the technical wherewithal of PlayReady is already in place.
