Note
- Watching a Facebook Reel and focusing a different tab will auto-trigger PiP, but the video stops immediately. It should probably not allow PiP to auto-trigger.

Steps to reproduce
- Go to https://www.facebook.com/ and log in.
- Watch a random reel: https://www.facebook.com/reel/
- Open/focus another tab.
Expected result
- No PiP is auto-triggered
Actual result
- The Reel video will auto-trigger PiP, but the video immediately stops.
Regression range
- not a regression but an issue since the implementation of PiP auto-trigger.
From my own quick testing, sometimes auto-PiP doesn't work. To make things more interesting, the video runs fine if PiP'ed manually and opening a new tab. That said, most reels are short enough that we could exclude them from auto-pip, like via heuristics in Bug 1920097.

A similar situation can be found on 9gag; Some video ads are being opened automatically in PiP (when tab is backgrounded), but they are paused when backgrounding the page. These ads should not be auto-pip'ed.

A similar issue occurs on https://edition.cnn.com/videos where the video that is auto-triggered in Pip is paused when switching to a new tab. In this case, the video should continue playing without pausing.

The unexpected auto-triggering of ads from 9gag no longer occurs in the latest Nightly v133.0a1. Moreover, the normal 9gag posts with videos longer than 45s also don't auto-trigger. Tested in Windows 10.

Facebook reels no longer auto-trigger in PiP. When focusing another tab, the videos are being paused. Tested in Nightly v133.0a1 on Windows 10.

edition.cnn.com videos no longer auto-trigger in PiP, even if they are longer than 45s. This is a valid fix since the videos are automatically paused when backgrounding the tab in question. Tested in Nightly v133.0a1 on Windows 10.
